Stratford on Avon District Council ("the Council") is seeking specialist consultancy ("the Contractor") with demonstrable experience in the delivery of Detailed Planning Development (DPD) studies for low carbon heat networks with commercial and financial services specifications outlined in the tender documents.

Stratford-upon-Avon Canal Quarter Regeneration Zone ("CQRZ") is identified as a strategic site in the Stratford-on-Avon District Core Strategy as a mixed-use residential development. This DPD work follows the completed techno-economic feasibility study that Sustainable Energy Limited delivered. The initial study highlighted that a heat network could deliver efficient and affordable heat to the planned developments in the CQRZ. However, that original feasibility was completed in 2018, and a technical refresh of that study will soon be undertaken.

The DPD stage will build upon the Feasibility Study to develop the strategic, economic, financial, commercial and management cases for the CQRZ heat network. The five cases will collectively form the HM Treasury Green Book Outline Business Case.

The planned heat network supports the priorities set out in the Council Plan, which states that 'we will do all that we can locally to contribute towards the national carbon reduction targets, fulfil our aim to becoming a carbon-neutral District by 2030 and support measures to adapt to the impact of climate change'.
