That notification provided full information on the award decision. The standstill period, which was for a minimum of 10 calendar days, provided time for the unsuccessful tenderers to challenge the award decision before any contracts were entered into.

The following modification to the contract is to extend the duration of the contract for an additional 18 months (1st April 2022 to 31 September 2023).

Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:
The supplier carried out all the preliminary work however the covid-19 pandemic limited the ability of the supplier to provide the services due to the inability to carry out site during the lockdown/restrictive periods. It would cause significant duplication of services and duplication of costs to the EA for a change of supplier and hence why modification using regulation 72 (1) B has been necessary.
