C&VUHB is seeking support in the creation of a suite of business cases, starting with a Strategic Outline Case (SOC) potentially through to Full Business Case (FBC) for its Shaping Our Future Hospitals programme – the potential replacement of University Hospital Wales (UHW) and University Hospital Llandough (UHL) supporting digitally enabled SMART healthcare delivery, plus the pre-requisite digital transformation and wish to undertake pre-engagement to further inform their understanding of the market. The estimated size of such a scheme would be > GBP 1BN.
C&VUHB are seeking a long-term strategic partner (or a consortium) who has the experience of creating HM Treasury Green Book business cases for very large public/Health/NHS acute infrastructure and Health based digital transformation. The arrangement would potentially be from production of SOC (the initial commitment) through to production of FBC stage and closure.
A comprehensive Programme Business Case was submitted to Welsh Government in 2021. It set out an ambitious case for investing in infrastructure, acting as an enabler for service transformation and a catalyst for economic growth in South Wales. It also laid out our partnership with Cardiff University where the scale of the health delivery, teaching, innovation and research opportunity is what will set this scheme apart. Welsh Government have provided permission to proceed to a SOC and a scope has been agreed with them. This scope called for a high level SOC to be created to build on the PBC, but being careful not to stray into the detail that would be laid out at Outline Business Case (OBC) stage. Further requirement details are stated in section II.2.4 below.

two.2.4) Description of the procurement
At this stage, the services anticipated to be required are (at a high level and not limited to);
1) Produce a Strategic Outline Case for Hospital infrastructure:
CVUHB will jointly produce content for the Cases in the SOC (along with Cardiff University content) with the strategic partner, identifying areas for development to make maximum impact.
Gather all content and create an ambitious and compelling HM Green Book compliant Strategic Outline Case for the Shaping Our Future Hospitals programme that is true to the scope that CVUHB agreed with WG, such that it receives the support of our approvers (Programme Board, Board, Welsh Government). The Health Board's ambition is a 12-month creation timeline, plus three months for approval. The Health Board are looking for a supplier who could:
1.1) Ensure the SOC document flows and is of a high quality, advising on overall content to maximise impact, such as ensuring the document describes true transformation of clinical services that supports the need for a modern healthcare environment that is fit for purpose.
1.2) Ensure the content reflects current Welsh policy such as WBFG and Decarbonisation, reflected throughout.
1.3) Advise on work planning/scheduling with the CVUHB team
1.4) State any dependencies on the CVUHB team.
2) Develop the full compliant Economic Case chapter, running necessary workshops, drawing in CVUHB stakeholders to go through the options appraisal, through to preferred way forward, quantifying benefits and identifying risks.
3) Validating assumptions going into the demand and capacity modelling and providing benchmarks from other schemes (NHP schemes for example).
4) Provide Health Planning
5) Advise and plan the OBC stage, plus provide strategic advice along the way i.e what should CVUHB aim to be achieved in the OBC.
6) Provide commercial advice which could inform the Commercial Case.
7) Work with any CVUHB external partners, such as other suppliers as necessary.
8) Provide advice and support for funding solutions for a scheme of a significant size.
9) Support engagement with key stakeholders (staff, patients, public sector partners, etc) during development of the SOC in order to gain appropriate input and feedback and ultimately to achieve support from all decision makers.
10) Attend check-ins with Welsh Government and other parties such as NHS Wales Shared Services Partnership, the Finance Delivery Unit, etc.
11) Produce an aligned Digital SOC for the transformation that needs to take place between now and the opening of any new facility/s.
12) Have the option to support the programme post SOC to support the SOFH programme such as writing and advising on business cases such as OBCs and FBCs across a range of services relevant to hospital/healthcare transformation and which could include:
