four.1) Description

Award of a contract without prior publication of a call for competition in the cases listed below

Explanation:

HWE ICB are seeking to procure a cloud-based platform for the provision of Consultant Advice & Guidance (A&G). It should allow General Practitioners (GPs) in primary care to connect with medical and surgical consultants for rapid A&G both via telephone and photo messaging. The service needs to be supported by out-of-area NHS consultants which means that A&G requests are always answered in a timely manner. In order for the service to satisfy GPs the provision of enhanced A&G should be over weekends and evenings and GPs should be connected at least 90% of the time. The out-of-area consultants can act as a backup for local teams and provide locally unavailable specialties.

To this end the HWE ICB have conducted a call-off process from the CCS G-Cloud 13 Framework (RM1557.13). The process has been undertaken in accordance with the G-Cloud 13 buyers guide to identify the most suitable provider to deliver requirements. This process identified CC as most suitable provider as they were able to meet complete needs of requirement.
