The purpose of the Homeless Crisis Accommodation Service is to offer direct access short-term accommodation with support to people who are Rough Sleeping and/or homeless, typically for no longer than six weeks, often with complex support needs related to alcohol and/or drugs, mental health, offending behaviour or other support needs. This includes people with dual diagnosis related to both substance misuse and mental health.

The main area of support will include but is not limited to identifying accommodation, making a planned move and making links to healthcare, substance misuse, mental health, offender and other services as appropriate.

This Service Specification outlines the aims, objectives and expected outcomes of the Homeless Crisis Accommodation Service and forms part of the Contract between the Service Provider and Cornwall Council. This Contract relates to the revenue funding for the support Service and provision of housing management functions.

The Service Provider will be expected to work in partnership with other Complex Needs Service providers and other partners to develop a pathway of accommodation and support for people who are homeless with complex needs in Cornwall.
