two.2.4) Description of the procurement
NHS National Services Scotland (NSS) wishes to procure an integrated, cloud-based software-as-a-service (SaaS) solution for finance, HR, payroll and procurement functions for all NHSScotland Boards.
The solution will provide end to end functionality for the core processes operated by professionals in finance, HR, payroll and procurement roles, and will cater for self-service HR processes for all NHSScotland employees.
The data underpinning these processes will be stored and updated in real-time, viewable via standard and user-configurable dashboards and reports, subject to role access permissions. Management information (MI) reporting will be available at NHSScotland level and NHS Board level, with configuration allowing reporting at user-defined sub-levels.
The reporting will support flexible, proactive and reactive workforce management, budgeting and forecasting processes and will enable NHSScotland boards to assess strategic workforce, financial and procurement requirements and opportunities.
The solution will have the ability to integrate with external applications via application programming interfaces (APIs) and have system up-time of at least 99.8% . It will operate within an enterprise environment with multiple client device types, numerous productivity applications and security configurations, eg considering secure web gateways, anti-virus software, users working from home and office locations, Microsoft Office 365 and Microsoft Teams.
The solution will be capable of handling high volume, complex data migration to support successful implementation.
The vendor will be expected to provide evidence of successful implementation and operation of the solution for an organisation of at least similar size and complexity as NHSScotland.
