two.2.4) Description of the procurement

Norfolk County Council is seeking experienced organisations to provide Specialist Short Breaks to children and young people with disabilities aged 5 to 17 in Norfolk. Children and young people will be referred by the County Council and will have support needs ranging from low to exceptional. Specialist Short Breaks support the health and well-being of families. They provide children and young people with a break away from their parent carers enabling them to participate in fun, interesting and safe activities. At the same time, parent carers are provided with a break from looking after their child. Specialist Short Breaks are part of a continuum of services in the Norfolk SEND Local Offer. They take place outside of school hours - during the day, evening, or sometimes overnight, and in different settings - a family’s home, in a community or residential setting. In 2021-22, approximately 217 children and young people received Specialist Short Breaks through Norfolk County Council, at a cost of approximately £500,000pa. The tender will include the provision of a range of Specialist Short Breaks across Norfolk, designed to provide families with greater choice and enable them to access high quality support closer to home. Potential bidders will be able to bid to provide one or more Specialist Short Breaks.This is an exciting opportunity for experienced providers to deliver positive outcomes for children, young people and their families, in keeping with the Flourishing in Norfolk Strategy and the County Council’s Short Breaks Strategy which is currently being developed.

Prior to the publication of a contract notice, we wish to engage early on with potential bidders about our needs and hear about the Specialist Short Breaks that could be provided. The engagement sessions will take the form of a Teams meeting with individual organisations the week commencing 6 June 2022.
