The Ministry of Justice (MoJ), the ‘Authority’, is intending to establish a construction framework for projects between £0-30 million. The MoJ Constructor Services Framework will be for use across the department and will see contracts awarded to suppliers for the delivery of construction works and related activities. These activities will include new build, refurbishment, maintenance and minor works and associated services, among others. The framework will be formed of multiple lots broken down by region and project values.

The purpose of this notice is to inform the market of this opportunity, provide details on how suppliers can express an interest, and invite suppliers to participate in an early Market Engagement event. The event will take place on Tuesday 15th June 2021 at 13:30-15:00 BST.

The Ministry of Justice (MoJ), the ‘Authority’, is intending to establish a construction framework for projects between £0-30 million. The MoJ Constructor Services Framework will be for use across the department and will see contracts awarded to suppliers for the delivery of construction works and related activities. These activities will include new build, refurbishment, maintenance and minor works and associated services, among others. The framework will be formed of multiple lots broken down by region and project values.

The Constructor Services Framework has a potential future spend of up to £2.5 billion over a five-year duration, with the possibility of £1 billion of additional spend should the framework be extended for a period of two years. The value of individual projects delivered through this framework will range from £0-30 million.

The scope of the framework will cover the estates of the following organisations and bodies:

• Ministry of Justice (MoJ) Corporate

• HM Courts and Tribunals Service (HMCTS)

• HM Prison and Probation Service (HMPPS)

• Legal Aid Agency (LAA)

• Office of the Public Guardian (OPG)

• Home Office

The purpose of this notice is to inform the market of this opportunity and to invite suppliers to participate in an early Market Engagement event. The event will take place on Tuesday 15th June 2021 at 13:30-15:00 BST via Microsoft Teams. All suppliers interested in the procurement are invited to attend.

During the session the MoJ will share information relating to the business requirement, the framework structure and the procurement strategy. There will be an opportunity for suppliers to submit questions via a live chat function throughout the presentation. Questions may be responded to during the event, or in some cases we may follow up with a written response following the session.

The MoJ will also seek feedback and input from suppliers on certain areas of the procurement strategy through the issuing of a questionnaire after the event.
