two.1.4) Short description

Cumbria County Council are seeking to contract with a supplier to deliver an on-premise Social Care Case Management System for both its Adult Social Care Service and its Children’s & Families Service.

The Council is conducting the procurement using the restricted procedure in accordance with the Public Contracts Regulations 2015 for the purpose of procuring the services described in the Specification.

This is a 2 stage restricted procedure with a selection questionnaire, seeking responses in relation to technical capacity or professional ability, and economic standing, and include the submission of a Selection Questionnaire which is in electronic format. The information also contains proposed ITT, Terms and Conditions, and Specification the supplier should review this information prior to responding to stage 1 of the restricted tender procedure.

Both the online questionnaire and the project specific questions contained in the SSQ must be submitted by candidates in order to make up a valid expression of interest.

The Council will evaluate all SSQ submissions based on Candidates’ responses. The procurement will follow a two stage process in accordance with the restricted procedure. The 5 highest scoring candidates (providing they meet the criteria set out in this document) will be issued the Invitation to Tender and be invited to submit a fully priced tender. In the case of equal scores, the Council reserves the right to issue the Invitation to Tender to more than 5 candidates.

two.2.4) Description of the procurement

Cumbria County Council are seeking to contract with a supplier to deliver an on-premise Social Care Case Management System for both its Adult Social Care Service and its Children’s & Families Service. The Council require the Social Care System to be functioning by 1 April 2022.

The Council proposes to enter into the Contract for a maximum period of three years with a possible extension of two 12 months (3+1+1) with the successful Tenderer.
