Statement for 4B.4

Bidders must demonstrate a return on capital employed at a ratio of greater than zero.

Ratio will be calculated as follows: net profit after tax divided by net assets (total assets less current liabilities).

Bidders must demonstrate a Current Ratio of greater than 1.

Current Ratio will be calculated as follows: net current assets divided by net current liabilities.

There must be no qualification or contra-indication from any evidence provided in support of the bidders economic and financial standing.

Tenderers should be aware that any Contract that is awarded pursuant to this procurement will be entered into by 2023 Cycling World Championships Limited for its own benefit and for the benefit of:

(i) VisitScotland;

(ii) the Scottish Ministers, Glasgow City Council, Glasgow Life, UK Sport and any other public sector bodies that are involved in the planning, organisation and/or staging of the 2023 Cycling World Championships at any time or from time to time; and

(iii) British Cycling and the Union Cycliste Internationale.

Sub Contractors: Where the Tenderer proposes to use sub-contractors in the delivery of the Contract, the Tenderer should provide specific details of the nominated subcontractors as stated in the Contract Notice.

If the percentage of the total contract sum to be subcontracted is equal to, or greater than 10% with a single sub-contractor, the Tenderer must provide specific details of the nominated subcontractors as stated in the Contract Notice and Section D of Part II of Schedule 2 – Single Procurement Document.

Tenderers are encouraged to provide full details of their proposed sub-contractors within their response to Section D of Part II of Schedule 2 –Single Procurement Document. Tenderers should be aware that, if they are appointed to perform the Contract, they will need to follow the processes set out in Schedule Part 6 (Contract Management) to the Conditions of Contract in relation to any new sub-contractor(s) they wish to engage during the term of the Contract (i.e. beyond the sub-contractors that are identified in their SPD submission)

With multiple events and fields of play included in the tender specification, 2023 Cycling World Championships Limited recognise there may be a need for elements of this tender specification to be subcontracted to specialist companies or a consortium approach to the tender submission. For either approach there must be a clear lead contractor identified in the tender response. The lead contractor must contract with 2023 Cycling World Championships Limited to deliver the full-service provision and will be responsible for the full delivery of the service provision, including any sub-contractors. Sub-contractors should be listed within the tender response.

Right to extend: The Purchaser currently anticipates that Contract will be awarded for an initial period of 21 months, with a right for the Purchaser to extend that period at its discretion in the event of any postponement of the Championships.
