two.2.4) Description of the procurement

Sandwell & West Birmingham Hospitals NHS Trust provides:

• Secondary tier acute services from Sandwell Hospital in West Bromwich and City Hospital site in west Birmingham.

• Community services in Sandwell including a community hospital at Rowley Regis.

• Operates several GP practices across Sandwell and west Birmingham.

It has a turnover of £660 million pa with assets of £647 million and employs over 7,600 people (2021/22 accounts). The Trust will open the Midland Metropolitan Hospital in Smethwick in 2024, which will provide acute services including an Emergency Department and 700 inpatient beds, creating a singular ’hot’ site.

The Authority is looking to award a Continuous Quality Improvement (CQI) System Partner who will support and scale a programme of work to design, implement and embed an organisation-wide improvement system to deliver our ambition in a timely and measured way. We currently do not have sufficient capacity, skills and capability to do this unsupported.

We are seeking a partner that understands our Trust’s context including the organisational strategy, culture, ambitions and priorities and will support us to build constructively on our first phase of improvement. A suitable partner would provide:

• An approach which addresses both the relational (cultural) and technical activities required to achieve the above.
• Relevant experience and track record of supporting healthcare organisations to make significant improvements including international or national standing in the field of improvement
• The ability to provide flexible or ‘tailored’ support in response to our needs and to deploy adequate resources within the timescales
• Expert advice and coaching to create the structural and relational conditions for improvement
• Support and challenge to apply leadership behaviours for improvement consistently and sustainably
• Willingness to challenge and develop insight and capability through a ‘critical friend’ approach
• Expose the Trust to best practice and the ‘art of the possible’
• Encourage learning and sharing within the Trust, with its partners and externally
• Build the understanding of the economic case for improvement and provide support to demonstrate return on investment.
