Joint Warfare is required to explore the full integrated capability of the Collaborative Mission Manager (CMM) suite, as a Multi Domain C2 Toolset. CMM is a product by currently in use with the US Department of Defence (DoD) under the name of Command and Control in the Information Environment (C2IE). It will also be able to support the requirement to communicate and transfer data with our main Bi-lateral partner and FVEYs community, a specified task under the Fully Networked Command, Control and Communication (FNC3) work strand.

The works/goods/services can be provided only by a particular tenderer for reasons that are:

UK Strategic Command (UKStratCom), part of the Ministry of Defence, "The Authority" intends to award a 12-month contract to the total value of $2,215,770 (USD) Ex VAT to Research Innovations Inc. to provide a Collaborative Mission Manager (CMM) tool in order to trial a Partnered Network Environment with the United States Department of Defence (US DoD). It is considered that this contract can be placed using the negotiated procedure without prior publication pursuant to Regulation 32(2)(b)(ii), Section 3 of Chapter 2 of the Public Contracts Regulations 2015 for Technical reasons.

Research Innovations Inc. CMM tool is currently the only solution on the market able to fulfil the Authority's interoperability requirements with US Department of Defence (DoD) systems in order to enable the collection, collation and sharing of operational data between the US DoD and the Authority.
