• CAMHS and Keep in Mind Services SWYPFT)
• Single Point of Access and Children's Emotional Wellbeing Service (Northorpe Hall).
• Supporting Families with Young Children (Homestart).
• Early Intervention and Prevention Support for Families (Yorkshire Children's Centre Service (now known as Fresh Futures)) .
The remaining elements of the Contract have been redesigned and reprofiled, taking into account the authorities recent SEND review and focus on mandated contacts.
The new model also includes a greater skill mix of staff whilst also ensuring clinically safe delivery of service.

seven.2) Information about modifications
seven.2.1) Description of the modifications
Nature and extent of the modifications (with indication of possible earlier changes to the contract):
The modification sets out changes to the service model and financial envelope following on from the termination and/or novation of the following services from the contract from 1st April 2024:
• CAMHS and Keep in Mind Services SWYPFT)
• Single Point of Access and Children's Emotional Wellbeing Service (Northorpe Hall).
• Supporting Families with Young Children (Homestart).
• Early Intervention and Prevention Support for Families (Yorkshire Children's Centre Service (now known as Fresh Futures)) .
In consideration of their respective obligations under the Contract (as varied by the Variation Agreement) the Parties have agreed the Variation summarised below:
• The contract will be extended for a period of two (2) years commencing 01 April 2024 until 31 March 2026. This extension supersedes the extension issued on 24 November 2021 which was due to expire on 31 March 2025.
• A commitment by the Provider, Locala Community Partnerships CIC to ensure all outcomes of service delivery are delivered as agreed. There will be no impact in terms of front-line quality or safety for babies, children and families. Clinical front line capacity will not be reduced from what has been agreed.
• Schedule 2 The Programmes, Part A Programme Specification will be replaced in its entirety by the new service specification which can be found in Appendix A "Kirklees 0-19 Healthy Child Programme Service Specification".
• Schedule 6 Contract Management, Reporting and Information Requirements, A. Reporting Requirements will be replaced in its entirety by the new reporting requirements which can be found in Appendix B "Kirklees HCP Outcomes Framework". Note these will be finalised post award.
• Schedule 3 Payment, A. Local Prices will be replaced in its entirety by the new pricing model which can be found in Appendix C "Programme Budget Schedule".
• Schedule 3 Payment, F. Expected Annual Contract Values shall be deleted.
• Performance monitoring will form part of existing arrangements under the KIHCP and Thriving Kirklees processes. The specific requirements of this arrangement are highlighted within each section of this agreement under the header 'Associated Performance Measures'. It is expected that these specific measures are independent from core contract performance measures and that they must provide additionality to the services performance and outcomes.
The maximum value for this contract modification term (two years) commencing from 01/01/24 until 31/03/2026 will be fifteen million three hundred and fifty-three thousand one hundred and ninety-two-pounds sterling (£15,353,192.00).
seven.2.2) Reasons for modification
Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee.
Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances:
Since the inception of the contract there have been a number of significant decisions that have re-shaped the contract from how it was originally commissioned.
Decisions to date are:
• A total reduction of £360k from the Childrens budget from 01/04/24
• A novation of £3,226m from the current contract from Kirklees Council to the ICB from 01/04/24.
• Decision regarding removing Yorkshire Childrens Centre (now known as Fresh Futures) and Homestart from the existing Healthy Child Programme Contract and direct award under the new Provider Selection Regime (PSR) from 01/04/2024.
This leaves the contract in a fragmented state and in order to ensure effective and quality services continue post 1st April 2024, discussions have taken place with partners and providers on how this can be delivered.
There have been ongoing financial challenges with the Healthy Child Programme since the Contract commenced and considering the recent SEND review and focus on mandated contacts it has been decided to redesign and reprofile the remaining elements in the contract.
Through discussions between Public Health colleagues and Locala, Locala developed a number of options which were considered and the preferred selected option is to adopt a 2-year fixed model with an annual cost of £7,676,596 from the 1 April 2024.
This modification does not render the contract materially different in character and the cumulative change in the lifetime value of the contract since it was entered into is less than 25% of the lifetime value of the original contract. The modification is considered by the contracting authority to be compliant with Reg 13 of the Health Care Services (Provider Selection Regime) Regulations 2023.
