Description
3 West is a complex 1960s medium-height educational building forming part of a live campus environment with connected terrace buildings. The project is expected to involve either a complex major refurbishment of the existing asset, or in-situ demolition, or part demolition with replacement, subject to design development and option appraisal.
Key drivers and constraints
•Complex building fabric and interfaces with adjacent/connected buildings.
•Building safety and fire strategy considerations from the outset.
•Uncertainty over the final solution, affecting cost confidence, assumptions and scope definition.
•Live campus constraints (students, staff, noise, access, communications).
•Need for robust cost planning, benchmarking and risk/contingency development across RIBA Stages 1–4, with a clear gateway at the end of Stage 2 to confirm the preferred option and delivery route.
Scope of requirement
The Cost Consultant will provide cost management and commercial advice to support option appraisal, design development, procurement and delivery. The indicative scope is set out in the final Invitation to Tender (ITT) and associated Scope of Services.

Competitive flexible procedure description
•Stage 1: Open tender invitation. Invited to provide participation standard, Mandatory questions, Pass/Fail, and four scored questions on the technical experience and capacity, and two process/approach questions used to rank those suppliers who pass the minimum requirements. The top 10-ranked suppliers will be shortlisted.
•Stage 2: Invite shortlisted suppliers to submit Quality and Commercial tenders for evaluation against the published award criteria.
•Stage 3: Top 3-5 ranked suppliers to a structured presentation/clarification meeting. The University will then request Best and Final Offers (BAFO) from those suppliers. It will make the award decision based on the final evaluated scores for the suppliers invited to present, in accordance with the published process.
