We are seeking to establish a framework for us by LCRCA and wider organisation to undertake multiple aspects of asbestos works needing to be completed.
The Framework is to be split into 3 LOT(s):
1: Asbestos Removal & Disposal
2: Asbestos Encasement
3:Asbestos Paint Removal and Associated Services
We are seeking for each of the 3 LOT(s) to award this a multiple supplier LOT framework.

Lot LOT 1. Asbestos Removal & Disposal
Description
This Lot covers the provision of planned and responsive asbestos-related services across the Authority's commercial and wider estate, including low-rise and high-rise buildings, and specialist assets and infrastructure within the Authority's portfolio.
The Framework shall support asbestos management, removal, remediation, reinstatement, and statutory compliance in accordance with all relevant legislation, guidance, and Approved Codes of Practice.
The scope of works include but are not limited to the below list:
The Contractor shall provide asbestos removal services including
• Licensed asbestos removal works
• Notifiable non-licensed works (NNLW)
• Non-licensed asbestos works
Works may be required on a planned, cyclical, or responsive/emergency basis and may involve, but are not limited to:
• Removal of asbestos-containing materials (ACMs)
• Encapsulation or enclosure where removal is not appropriate
• Temporary or permanent control measures
• Emergency response to damaged or disturbed ACMs
Specialist and High-Risk Environments
The Contractor must demonstrate competence and experience in asbestos works within:
• Confined and enclosed spaces
• Tunnels and underground assets
• Marine and ferry terminals, vessels, or waterside facilities
• High-rise buildings requiring specialist access arrangements
• Live operational environments where business continuity is critical
Asbestos Storage, Transportation, and Disposal
The Contractor shall be responsible for:
• Secure on-site handling and temporary storage of asbestos waste
• Transportation of asbestos waste by licensed carriers
• Disposal at licensed waste facilities
• Compliance with all hazardous waste, environmental, and transport regulations
All waste documentation must be provided to the Authority, including consignment notes and disposal certificates.
Asbestos Remediation and Reinstatement
Following asbestos removal or remediation, the Contractor shall provide:
• Making safe of affected areas
• Reinstatement of finishes, fixtures, and building elements
• Temporary or permanent repairs as required
• Coordination with other trades where reinstatement is specialist or phased
Reinstatement works must return the area to a condition fit for use and compliant with relevant standards.

Lot LOT 2. Asbestos Encasement and Associated Services
Description
This Lot relates to the provision of asbestos encasement and associated services across the Contracting Authority's estate and the estates of its Members.
The objective of this Lot is to ensure the safe, compliant, and effective encapsulation and long-term management of asbestos-containing materials (ACMs) where removal is not appropriate, proportionate, or immediately required.
Services shall be delivered on a planned, cyclical, responsive, and emergency basis, in support of the Contracting Authority's asbestos management strategy and statutory duties.
Scope of Services
The Services under this Lot shall include all labour, supervision, materials, plant, equipment, access arrangements, protection measures, documentation, and management necessary to deliver asbestos encasement works in full.
The scope includes, but is not limited to:
a) Asbestos encasement and sealing works
b) Surface preparation and protection of ACMs
c) Repair and maintenance of existing encasement systems
d) Making-good and minor reinstatement works
e) Associated and ancillary asbestos management services

Lot LOT 3. Asbestos Paint Removal and Associated
Description
This Lot relates to the provision of asbestos paint removal and associated services across the Contracting Authority's estate and the estates of its Members.
The objective of this Lot is to ensure the safe, compliant, and effective removal, treatment, or management of asbestos-containing paints and surface coatings, in accordance with statutory requirements and recognised best practice.
Services shall be delivered on a planned, cyclical, responsive, and emergency basis, in support of the Contracting Authority's asbestos management strategy and statutory duties.
Scope of Services
The Services under this Lot shall include all labour, supervision, materials, plant, equipment, access arrangements, containment measures, waste management, documentation, and management necessary to deliver asbestos paint removal works in full.
The scope includes, but is not limited to:
a) Removal of asbestos-containing paints and coatings
b) Surface preparation and treatment of affected substrates
c) Localised repairs and making-good works
d) Management and disposal of asbestos-contaminated waste
e) Associated and ancillary asbestos-related services
