The OPCC is seeking submissions for the provision of trained practitioners to provide workshops to year 6 and 7 school students and their staff, focussing on the prevention of knife crime, child to child violence, County Lines including local peer drug networks, exploitation and the encouragement of healthy relationships.

two.2.4) Description of the procurement

The service to be commissioned from January 2023 until July 2025 includes three elements:

1) The Provider will help design and ultimately produce the training packages: This includes one training pack for year six and seven pupils and a separate training pack for staff/pastoral leaders and other relevant adults. This also includes design of pre and post surveys to capture learning. The training pack for staff will include not only CPD training, but also a 'Legacy Pack' which staff will be shown how to use so that they can continue to raise awareness of Knife Crime, Child to Child Violence, County Lines including local peer drug networks, Exploitation and Healthy Relationships once the provider has left. The Legacy Pack will also include other local support services which schools may be able to refer to for additional support

2) Provide the training to year six and year seven pupils

3) Provide the CPD training to staff including how to use the Legacy Pack

The Provider will work with the Office of the Police and Crime Commissioner (OPCC), Police, and Local Authority Exploitation and Education Leads (The Partnership) to design and produce the training packs which will be owned by the OPCC. The Intellectual Property Rights (IPR) for the resource will remain with the OPCC.

The Provider will employ and manage the trainers, and deliver the training, The Provider will complete performance returns as set out in the contract. Overarching support will be provided by The Partnership. The Provider will attend Violence Reduction Unit (VRU) partnership meetings as directed by the Commissioner. There is a national focus on this type of intervention (social skills) from the Home Office and the Youth Endowment Fund (YEF), and any learning will be fed into this network by the Commissioner.

An independent evaluation will be commissioned separately to test the effectiveness of this intervention. The Provider will work alongside the evaluator and support this evaluation. Evaluation findings will be shared nationally with other VRU partners, the Home Office and the Youth Endowment Fund (YEF) as well as locally with key partners by the Commissioner.

The Provider will take a Trauma Informed Approach founded upon Safety, Trust, Choice, Collaboration and Empowerment. This approach can help those affected by the trauma of ACEs to heal, help prevent re-traumatisation, help break the cycle of trauma, and help reduce the risk of negative outcomes.
