Warrington Borough Council (The Council) is looking to commission an organisation to provide infrastructure support services to the voluntary and community sector (also known in Warrington as the third sector, and referred to as such in this document herein). The third sector in Warrington is defined as ‘organisations that provide social or environmental benefit and operate on a ‘non-profit’ basis. The term covers voluntary and community organisations, faith organisations, volunteering bodies, charities, some registered social landlords, social enterprises as well as some co-operatives, trusts and mutual.

two.2.4) Description of the procurement

Warrington Borough Council (The Council) is looking to commission an organisation to provide infrastructure support services to the voluntary and community sector (also known in Warrington as the third sector, and referred to as such in this document herein). The third sector in Warrington is defined as ‘organisations that provide social or environmental benefit and operate on a ‘non-profit’ basis. The term covers voluntary and community organisations, faith organisations, volunteering bodies, charities, some registered social landlords, social enterprises as well as some co-operatives, trusts and mutual.

As public sector budgets continue to come under pressure, The Council recognises that the pressure on third sector organisations also increases as they work hard to both continue core provision and to expand and meet the demand within communities. This demand is increased in the context of reducing public services and ongoing impacts of the Covid19 pandemic and the recovery from this.

The Council recognises the huge impact the third sector in the town has in delivering services and supporting communities and is committed to continuing to support the growth of the sector through the commissioning of an infrastructure support provider.
