South Lanarkshire Council are looking to notify the market of a potential future contract opportunity to deliver a residential unit with support for up to 10 adults with a learning disability within the Rutherglen area. Expected timeframe for ‘Go Live’ is 1st April 2024.

two.2.4) Description of the procurement

SERVICE REQUIREMENT

The unit is currently based in the Rutherglen area and provides a residential home for adults with a learning disability for up to 10 residents. Current service provision is expected to continue with the incumbent provider until 31st March 2024. We are therefore seeking notes of interest from providers who have experience in delivering this model of care.

The current accommodation is rented by the incumbent from a local housing association, although this can be negotiated.

The service is set up to support service users with a learning disability which may include autism, physical and sensory impairment, within a residential setting. It is anticipated that service users may continue to live at the unit indefinitely unless they require to transition, where following a review of their needs an alternative service provision will be sought.

Each service user has their own private room with shared bathroom/toilets and access to a shared lounge, dining room and kitchen area. There is a garden area to the rear of the property that can also be used by residents. Care is currently provided to meet service users’ personal support needs, social activities, financial support, and all aspects of day to day living both inside and outside the unit. Cooking requirements and meals are prepared and provided by the care staff. An activities coordinator is currently employed 35 hours per week and a domestic worker maintains the communal areas.

The provider is required to have a management structure that offers good quality management and leadership to the staff employed within the service.

The manager responsible for the day-to-day operation of the service will hold Registered Managers Award or equivalent and maintain appropriate professional registration in accordance with the Scottish Social Services Council (SSSC) or other regulatory body requirements.

The staff team providing the care and support require to have appropriate experience, skills, and qualifications to deliver the service. All relevant staff must achieve and maintain registration as required by SSSC.

Support is required 24 hours per day, 7 days per week, 365 days per year.

The provider must be registered with the National Regulator and hold a minimum Care Inspectorate grade 3 for all Quality Themes.
