Description
Background
Haringey Council invites Mobile Network Operators (MNOs), Neutral Host Providers, and Code Operators to express interest in deploying 4G and 5G small cells on Council-owned Street assets under open access agreements. This initiative supports our digital infrastructure strategy to enhance mobile connectivity and enable next-generation connectivity services across the borough.
The London Borough of Haringey owns and maintains some 15,500 Street lighting columns which are potentially available to enhance mobile connectivity within the borough. To date use has been limited to a single small cell operator but the Council is keen to work with a wider range of Code Operators in the development of open access deployment plans.

Engagement process description
The Council is now well placed to consider proposals from Code Operators for the installation of small cell equipment in the London Borough of Haringey.
We are particularly keen to work with Code Operators whose Expressions of Interest demonstrate a commitment to open access and how they will use this opportunity to work to develop deployment plans that will boast connectivity in the London Borough of Haringey delivering tangible improvements for residents, businesses, and public services.
An initial Expression of Interest process will run until the 9th of March,2026. Responses will be reviewed as soon as possible after they are submitted. Operators should submit an Expression of Interest response via the Council's e-procurement portal: https://s2c.waxdigital.co.uk/ProcurementLBHaringey
Interested operators will be required to download and sign a Non-Disclosure Agreement (NDA) from the council's portal and return by the 23rd of February 2026. In response, the Council will send them a copy of the small cell agreement. Interested operators should then complete the Expressions of Interest Response Questionnaire (included at Annex 1 to the Further Guidance) and return to the council by the 9th of March 2026.
The responses will be evaluated, and the results will be available by the 16th of March 2026. The successful operators will receive a formal offer of agreement on the 17th of March 2026 which should be signed by the 30th of March, with operation starting tentatively by the 6th of April 2026.
Please note that the council is not seeking concession arrangements. Exclusive rights to the use of an asset will not be granted to one Operator and the Operator will need to clearly demonstrate that their proposed solution is not preventing another Operator from hosting infrastructure in the same asset. This includes deploying solutions that exclude other providers by using up the available space or power (i.e. "sterilising" the asset).
Similarly, an Operator deploying a solution on a deployed asset must clearly demonstrate that the solution will not interfere with the previously deployed solution or propose an alternative approach to cater for multiple Operator usage.
