two.1.4) Short description

This framework agreement will be a one supplier framework for 4 years with no option to extend. The framework will be owned by Gloucestershire County Council (“the Council”) but open to other users. The Council and the successful contractor will be parties to the Framework Agreement. The Council will allow other users but they must first sign an access agreement prior to calling off the framework agreement. The Framework will be open to the Users listed below:

Gloucestershire County Council, District Councils, Parish and Town Councils, schools/academies, libraries, day centres, care homes, fire stations and other public buildings, all public bodies including NHS, universities, colleges mainly within Gloucestershire but may include parts of Herefordshire, Worcestershire, Warwickshire, Oxfordshire, Wiltshire and South Gloucestershire.

two.2.4) Description of the procurement

The Authority wishes to procure a one supplier framework agreement using an Open procedure. On return of all tenderers following tender return deadline, all submissions will initially be evaluated on a pass/fail basis and only tenderers who have passed this stage will their technical and price submission be evaluated. Evaluation will be based on the below criteria

(1) Selection Questionnaire (SQ) - Pass/Fail

(2) Invitation to Tender (ITT) - Weighted quality questions, price and Social value.

After evaluation of the ITT submissions, the one tenderer who achieves the highest score in both quality, price and social value will be awarded onto the framework agreement.

Information about authorised persons and opening procedure

On tender deadline, dedicated verifiers from the legal team who are independent of the evaluation, will review and release all submissions and send a notification to the dedicated procurement officer before evaluation can commence. The procurement officer will forward the quality submissions to evaluators and will only release price submissions after all quality questions have been evaluated and scores received by the procurement officer.
