Nature and extent of the modifications (with indication of possible earlier changes to the contract):
This modification, extends the service from 1st April 2022 to 30th September 2022, with a value of £2,300,000 (5.5% of original value).
Total contract value including this and earlier changes is £50,500,000 (20.2% of original contract, below the 50% maximum in Reg 72(1)(b))

Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:
The Integrated Youth Service supports the most vulnerable young people in Gloucestershire. It includes a wide range of statutory, public health and other youth support functions, including youth offending and youth crime prevention, youth activity programmes, information, advice and guidance for young people not in education, training or employment, homelessness, substance misuse treatment, sexual health, teenage pregnancy and parenthood, and wrap-around services for care leavers, all delivered by teams of Prospects staff integrated with other professionals seconded from Health, Police and Probation. The COVID-19 pandemic has had a profound effect on young people with disrupted education, changes to exams and work opportunities with major impacts on the welfare of the most vulnerable. As a result, there is a requirement to maintain continuity of the existing service and prioritise the pastoral support required for a short, interim period until a new contract can be competitively procured. This modification, extending the service from 1st April 2022 to 30th September 2022 complies with the requirements of Regulation 72(1)(b) of the Public Contracts Regulations 2015 and will enable the Council and partners to respond strategically to the many challenges facing young people and the increased demand on services as a result of the coronavirus pandemic and economic downturn. Any attempt to put the contract back out to competitive tender immediately would incur a high level of disruption and inconvenience to young people and the Council at a key moment in young people's recovery from the pandemic.
