two.1.4) Short description

Devon County Council (DCC) is seeking to establish a Flexible Purchasing System (FPS) for Extra Care providers. Successful Providers will be registered with the Care Quality Commission (CQC) for the regulatory activity of ‘personal care’, and able to provide care and support services to adults living within Extra Care Housing (ECH) schemes across Devon.

In DCC the term 'Extra Care' housing is used to describe housing developments that comprise self-contained homes with design features and support services to enable people to self-care and continue to live independently. Whilst they are primarily for older people some may support younger people with disabilities.

Service Providers will be required to staff an onsite and exclusive team at the individual Extra Care schemes that they are appointed to, and must occupy an onsite office space and be registered as a specific location with the CQC.

Services will be comprised of:

- Core provision to ensure care and support cover 24-hours a day including social inclusion and response to unplanned care needs

- The provision of commissioned one-to-one care and support that a significant number of people living in Extra Care Housing require and which has been assessed as being eligible within Adult Social Care Fair Access to Care Assessment.

Currently DCC commissions support into six schemes across the Council’s footprint totalling 304 flats:

- Four of the existing schemes are due to be re-procured in 2024/25.

- An additional two services are currently in development with planned completion dates of Autumn 2027 and Spring 2028

- Further schemes are at planning stage and anticipated to be completed within the lifetime of the FPS.

The overarching goal of ECH in Devon is to provide a supportive and secure living environment that allows a dynamic community of individuals with a range of needs to age in place and maintain their quality of life. As such services must be flexible; empowering; enabling; maximise the use and benefits of technology enabled care (TECS) to promote peoples’ independence.

Services will be comprised of:

• Core provision to ensure care and support cover 24-hours a day including social inclusion and response to unplanned care needs

• The provision of commissioned one-to-one care and support that a significant number of people living in Extra Care Housing require and which has been assessed as being eligible within Adult Social Care Fair Access to Care Assessment.
