Contract Title: Lift Servicing and Maintenance

THIS NOTICE IS FOR PRIOR INFORMATION ONLY FOR THE PURPOSES OF IDENTIFYING SUPPLIERS TO TAKE PART IN EARLY MARKET ENGAGEMENT AND IS NOT A CALL FOR COMPETITION.

The five Police Forces within the South West region; Avon and Somerset Police, Devon & Cornwall Police, Wiltshire Police, Gloucestershire Police and Dorset Police have a contract in place for Lift Servicing and Maintenance with an expiry date of January 2027.

As we approach the expiry, the Forces are seeking to engage with the market to identify best practices and statutory regulations, understand current service delivery innovations and ensure the new contracts provide maximum operational availability and value for money. The feedback received will inform the final specification, which is being compiled in collaboration with a professional lift consultant.

The existing provision for lift servicing and maintenance is currently delivered across the five forces via a five-lot structure (one lot per force).

The upcoming requirement will cover a wide range of assets, including passenger lifts, goods lifts and platform lifts situated within various environments such as administrative headquarters, local police stations and high-security custody suites.

Existing lifts in the five force areas is as follows:

Avon & Somerset Police – 28 Lifts

Devon & Cornwall Police – 34 Lifts

Dorset Police – 13 Lifts

Gloucestershire Police – 7 Lifts

Wiltshire Police – 6 Lifts

The purpose of the Market Engagement Notice is for early engagement with the market prior to undertaking a formal tender process which is anticipated to commence in Spring 2026. The market engagement is to openly consult with the wider marketplace to share our requirements and gather information whilst also providing information on our current position. We will be seeking input from the supply market to inform our requirements, to inform our specification for the services and help identify routes to market.

The Pre-Market Engagement Questionnaire includes some customer background information and questions relevant to the project. We are open to brief Microsoft Teams clarification meetings upon request if there are specific areas you wish to discuss. A summary of any significant information shared during these meetings may be anonymised and published to all interested parties. The closing date for pre-market engagement questionnaire returns will be midday on Friday 20th February 2026.
