two.2.4) Description of the procurement

London Borough of Tower Hamlets is seeking to commission an Independent Mental Health advocacy (IMHA) to provide advocacy support to resident’s subject to restrictions under the mental health act.

This service is tendered in partnership with NHS Tower Hamlets Integrated Care Board (THICB) to promote, recovery outcome focused Independent Mental Health Advocacy (IMHA) service to meet the Council’s statutory duties under 43 of the Health and Social Care Act 2012; by making “independent mental health advocates” available to support qualifying patients in accordance with section 130A of the Mental Health Act (as amended)

In addition to statutory advocacy, the service delivery will also include a non-statutory, inclusive mental health advocacy service (MHAS) for people with mental ill health in Tower Hamlets.

The appointed provider will be expected to deliver the following services:

• Supporting qualifying patients to access information and to better understand what is happening to them.

• Supporting qualifying patients to explore options and to engage with decision-making about their care and treatment.

• Supporting qualifying patients to articulate their own views.

• Speaking on the qualifying patient's behalf, as instructed by them, and representing them when requested.

• Accessing records relating to the qualifying patient’s detention, treatment or after-care.

• Providing non-instructed advocacy to qualifying patients who cannot clearly instruct their advocate or lack capacity to make specific decisions.
