two.2.4) Description of the procurement at the time of conclusion of the contract:

The initial contract was awarded by Thames Water Utilities Limited (TWUL) and novated to Bazalgette Tunnel Limited, trading as Tideway, as the regulated Infrastructure Provider.

Tideway is a standalone entity with its own license from its regulator, Ofwat, that is responsible for the delivery of the Thames Tideway Tunnel (TTT), which is a significant infrastructure asset.

Tideway was required to provide a Common Data Environment (CDE) for the exchange, coordination, compliance and storage of data in line with the guidelines outlined in PAS1192-2:2013 Clause 9.2. The procurement of this CDE formed the subject matter of the original award.

The CDE is used to exchange a variety of data entities (including drawings, BIM models, setting-out data, correspondence (including NEC3 communications), reports, financial cost data, risk register data, images, and programmes) initially between the Project Managers and Contractors.

The package involves the hosting, design, implementation, maintenance and support of the CDE with relevant skills and resources to fulfill the project's needs.

The implementation phase of the project commenced from October 2014 and delivered in March 2015, with ongoing support and maintenance.

seven.2.1) Description of the modifications

Nature and extent of the modifications (with indication of possible earlier changes to the contract):

The contract has been in place for 8 years of the current 10 year term (current expiry March 2025). Tideway requires an extension of the contract with options up to a further 3 years with subsequent provision until 2028 to cover remaining requirements, effective data transition and close-out activities.

The CDE is a highly bespoke solution which has been developed specifically for the requirements of a complex and multi-stakeholder infrastructure project over the initial term of the contract. Tideway requires the solution for a further 3 year period to ensure this aspect of the project is effectively delivered. A change of solution is not deemed practical nor commercially viable at this time given the development investment in the current solution and the stage of the project.
