two.1.4) Short description

Liverpool City Council (the Council) are currently reviewing their hard facilities management and building maintenance services and are seeking to understand potential capabilities in the market to help shape a specification, direction, and procurement strategy. Therefore, a PIN and questionnaire are being issued to understand the capability and interest in the market prior to issuing a formal tender for reactive (24/7) and planned maintenance. The Council is seeking to engage with potential suppliers of a professional Hard FM Services solution that delivers high quality services that achieve value for money, statutory compliance and contributes positively to protecting the brand integrity of the Council. The Council is considering a collaborative, partnership approach to delivering these services.

This Expression of Interest is not a formal offer capable of acceptance and only seeks to understand market capability, capacity and interest. It is expected that any contract let under a subsequent competitive tender process will start from December 2021.

two.2.4) Description of the procurement

There are in the region of 250 sites to potentially be included in a contract, of which around 110 are operational buildings (offices, libraries, sports centres, heritage venues etc.). Other sites include parks buildings, retail space and allotments etc.

The potential service areas to be included are:

- Electrical

- Water

- Fire

- Gas

- Ventilation

- Lifting Equipment

- Mechanical Closers

- Mechanical

- Security

- Heating Systems

- BMS

The above services will not be wholly exclusive to the service provider's scope and may be delivered by the Council's internal resource at some sites. We do not envisage TUPE applying to any potential future contract.

The services required shall be clearly defined by way of a matrix in any future tender.

The contract we are considering using for a potential future procurement is the NEC4 FM contract.

The Council operates an internal CAFM System from Concerto and any future contractor will be required to utilise this system or ensure that any third-party CAFM System integrates with this.

We envisage carrying out a question and answer session with interested parties, via MS Teams w/c 7th June 2021.
