Competitive Flexible Procedure – The procurement route is a 2-stage process involving a Request for core proposal from suppliers during the first stage. The suppliers are expected to provide submissions on quality questions which are set out. The Authority will shortlist the top scoring 5 Bidders with over 50% overall score who will then proceed to the second stage which is the RFT stage. The bidder with the total highest score will be the preferred bidder to be selected by the Council.

Soft market testing has been undertaken by Leadenhall, Project Managers, to establish the level of interest in the proposed project under the proposed procurement approach.
