Transport for London (TfL) is seeking to undertake a procurement of the London Cycle Hire Scheme. The procurement will reaggregate services for bicycle management and supply, revenue collection and civils for an initial term of 5 years from November 2025, with options to extend for a maximum of a further 5 years.
The primary focus of this Prior Information Notice is raise industry awareness for a potential future procurement and does not constitute a formal Contract Notice or call for competition.

two.2.4) Description of the procurement
The London Cycle Hire Scheme (known as "Santander Cycles") was established in 2010 and covers 13 London boroughs with 800 docking stations, 21,000 docking points and 12,500 bikes. 500 e-bikes were introduced into the scheme in late 2022, with 2022 being a record year for the scheme with 9.5 million hires.
The procurement will provide for the delivery and maintenance of classic bicycles and e-bicycles and associated on-street docking stations to support both vehicle types, including payment functions. The procurement will also include scope for the provision of "Smart" e-bicycles.
Providers' ability to undertake asset replacement and refresh will be a key component of the procurement.
