Children's Services at Norfolk County Council are looking to go out to tender in 2024 for their education systems portfolio. The scope of our current provision is a complex and integrated set of case management modules and reporting covering the following functions:
• Early Years provision, training and finance
• Primary and secondary attainment, attendance, exclusion and fixed penalty notices
• SEN, sensory support, disability registration and collaboration on EHCPs
• Home education and those children missing education (CME)
• Higher education re: Years 12 & 13 attainment & destination after leaving school
• Child employment & entertainment, covering LA responsibilities & checks, child performance licencing & exemptions
• Health and medical needs
• Specialist services including educational psychology and support to travellers and asylum seekers
NCC has parent-facing portals for school admissions and transfers & Early Years 2-year-old funding applications, school-facing portals for collection of attendance, health data, admission/transfer data, early years provider-facing portals and gateway portals for sharing information with strategic partners. Our current set-up also integrates with our social care and transport systems.
Prior to tender, NCC is interested to test the marketplace and to understand what an organisation like ours can do to fully exploit education systems platforms - we are planning half-day supplier demos in May/June.
