two.2.4) Description of the procurement at the time of conclusion of the contract:

Cambridgeshire County Council (CCC) and Peterborough City Council (PCC) invited tenders from suitably experienced

organisations who could demonstrate knowledge, skill and innovation in the provision of adults carer services.

This procurement was conducted in accordance with the Public Contracts Regulations 2015. The services procured are Schedule 3 Services and Cambridgeshire County Council and Peterborough City Council are bound only by those parts of the regulations

applying to the procurement of these services commonly referred to as the Light Touch Regime (LTR). Whilst the procurement

process is being referred to as an open process, Schedule 3 of the regulations provides Cambridgeshire County Council and

Peterborough City Council with the flexibility to define its own process as long as it complies with the provisions of Regulations

74-76 (inclusive) of the Regulations.

seven.2) Information about modifications

seven.2.1) Description of the modifications

Nature and extent of the modifications (with indication of possible earlier changes to the contract):

The modifications include 3 additional FTE rapid responders to support contingency planning and 1 FTE qualified counsellor to support the sustainability of the well being service.

This will cover the period 1st April 2022 to 31st July 2023.

seven.2.2) Reasons for modification

Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee.

Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances:

Recent findings from national reports following the COVID-19 pandemic highlight there is additional emerging need. COVID-19 has had a disproportionate impact with carers with surveys revealing that 81% of carers are providing more care than they had before lockdown, with 78% reporting the needs of the person they are caring for have increased. 58% of carers have also seen their physical health impacted by caring through the pandemic, while 64% said their mental health has worsened. This highlights the importance of continuing to improve and expand upon our Carers Support offer. This modification relates directly to increasing the short-term informal care that can be provided in an emergency preventing the need for other interventions. It also responds to the increasing need for carers to receive mental health support in order to prevent or delay carer breakdown
