Caerphilly County Borough Council ('the Council') established a Dynamic Purchasing System (DPS) in June 2017 for the Provision of a Recycling and Haulage Service for Dry Mixed Recyclable (DMR) Waste Materials. The DPS is valid until 30 April 2023. The Council reserves the right to extend or shorten the DPS validity period at its own discretion. Contractors should note that admission onto the DPS is not a guarantee of any award of contracts. There is also no guarantee of volume or value of contracts to be let via the DPS.

Caerphilly County Borough Council ('the Council' established a Dynamic Purchasing System (‘DPS’) for the Provision of a Recycling and Haulage Service for Dry Mixed Recyclable (DMR) Waste Materials in June 2017.
A contract was initially awarded to Newport Recycling (formerly Newport Paper Ltd) on 14 July 2017 following a mini competition via the DPS for a period of three years. However contract with Newport Recycling has been extended until 31 September 2021 with an option to extend for an additional six months due to Covid-19 constraints.
