Northumberland County Council is seeking to create a Flexible Purchasing Solution (FPS) to access support for disabled children and young people within their homes and community against an agreed Care Plan. This will be in line with assessed levels of need and may form part of a continuum of care. Whilst this Service will contribute to Northumberland’s Short Break offer it is important to note that the provision of other forms of short break respite, including funding to access or support-based activity schemes, will sit outside the scope of this tender.

This procurement process will be undertaken under the Light Touch Regime under the Public Contracts Regulations 2015 Open Procedure.

two.2.4) Description of the procurement

Within the context of the Council’s duty to provide short break services, the focus of this tender is on the provision of home and community care, delivered against an agreed Care Plan. The service will support children and young people to live in the family home by:

● Building capacity within the home environment and support families to develop strategies and skills to assist with the management of the child’s needs and/or condition(s);

● Enable children and young people to access social and leisure opportunities, assisting them to integrate into local universal and specialist community resources;

● Enable family carers to take a break from their caring role. The family carers may choose to remain in the home or to take a break outside of the home.
