The North West London NHS Trusts, consisting of Imperial College Healthcare NHS Trust, Chelsea and Westminster NHS Foundation Trust, London North West University Hospitals NHS Trust, The Hillingdon Hospitals NHS Foundation Trust and Central London Community Healthcare NHS Trust is seeking market insights from potential providers regarding the procurement of a suite of workforce management solutions. This Request for Information (RFI) aims to gather industry feedback to inform the development of service specifications and commissioning strategies.
This RFI is an informal market engagement exercise and does not signify the commencement of a formal procurement process. It is intended to support the Trust’s in assessing market solutions and shaping the most effective approach to commissioning these services. Should a formal tender process be initiated, a separate advertisement and procurement notice will be issued at the appropriate time.
Please note that participation in this RFI is entirely voluntary and will not impact your eligibility to participate in any future tendering process. Likewise, choosing not to respond will not disadvantage potential suppliers in any way. However, supplier feedback at this stage will be instrumental in shaping the requirements and ensuring that the final procurement approach aligns with industry capabilities and best practices.

two.2.4) Description of the procurement
The Trusts are seeking to procure a suite of digital workforce management solutions to enhance operational efficiency and optimise staffing resources across multiple NHS Trust sites within the region. This initiative aims to improve workforce planning, deployment, and compliance while ensuring high-quality patient care through the effective management of workforce.
As part of this procurement exercise, The Trusts are exploring market capabilities for the following integrated workforce management solutions:
• E-rostering – A comprehensive system to facilitate staff scheduling, ensuring the right personnel are deployed efficiently and effectively.
• Bank and agency booking platform – A solution to manage temporary staffing, enabling flexible workforce deployment while maintaining cost control and compliance.
• Job planning – A digital platform to support workforce planning and resource allocation, ensuring alignment with service demand and contractual obligations.
• Rota design and compliance (resident doctors) – A system to ensure the creation and management of compliant rotas in accordance with national and local guidelines.
The Trusts are committed to ensuring that these solutions support seamless workforce coordination, enhance efficiency, and drive improvements in service delivery. To ensure the procurement process is aligned with market capabilities and best practices, the Trusts are conducting this Request for Information (RFI) exercise. As part of this process, suppliers are invited to respond to a structured set of 15 key questions, which will help the Trusts assess market offerings, capabilities, and potential innovations.
By participating in this RFI, suppliers will have an opportunity to influence the scope and structure of the upcoming procurement process, ensuring that proposed solutions meet the operational needs of the Trusts.
