Aspire Housing (The Authority) has appointed Kinect Energy UK Ltd (trading as World Kinect Energy Services) as Agent to establish and manage a Dynamic Purchasing System (DPS) for the procurement of the supply of electricity, gas and water. In addition to its own contracting requirements, the Authority intends to use the DPS to allow eligible third party contracting entities (Partners) to purchase supplies of electricity, gas and water.

This will be across a combination of Half-Hourly (HH) and/or Non-Half-Hourly (NHH) and/or Unmetered (UMS) supply points. In this context, “supply” includes the sale of electricity by the Authority and/or the Authority’s Partners through the export of output from generation assets.

The estimated total value of purchases under this Lot for the entire duration of the Dynamic Purchasing System (DPS) is £85,000,000. The value presented is only an estimate. We cannot guarantee to successful candidates any business through this Dynamic Purchasing System (DPS). Spend and/or volumes may/will vary throughout the life of the Dynamic Purchasing System (DPS) from the anticipated levels stated in this notice.

Under this Lot the Authority and its Partners may purchase the supply of electricity from appointed Suppliers under Fixed Price and/or Flexible Purchasing product offerings. The type of product requested by the Authority/Partner, along with other requirements with regards to low carbon energy, payment terms, billing arrangements and certain other relevant terms and conditions, will be provided as part of any mini-competition invitation published under the Dynamic Purchasing System (DPS).
