RCTCBC is looking for a single service provider to deliver Independent School & Community Based Counselling Services to Children & Young People aged 11-18 Years and Year 6 Primary School.

To provide counselling and/or other therapeutic interventions that are regulated and registered and/or assessed as appropriate, to children and young people aged 11-18 and year 6 of primary school who;

either go to school or live within RCT, in Welsh or English (as required)

young people attending special schools, PRU or EOTAS provisions

young people preferring to access community-based counselling

young people educated at home.

To provide a counselling service that;

Ensures the delivery model is compliant with the WG School Based Counselling Toolkit.

Is delivered through providing a core assessment, one-to-one work, group work (not group therapy), online provision or school training.

Has a full service available in schools during term times, with the proviso that a reduced provision is accessible for priority cases during holiday periods.

Has community-based counselling available throughout the year, and offered both in and out of school hours to meet the needs of the individual.

Operates 52 weeks per annum excluding statutory holidays.

The budget for this is initially capped at 354,000.00 GBP per annum.

Rhondda Cynon Taf County Borough Council are looking for a single Service Provider to provide Independent School & Community Based Counselling Services to Children & Young People aged 11-18 Years and Year 6 Primary School.

1.6. If concluded, the contract will commence on 01/09/2023 and run for a period of 2 years. Following this the contract may be further extended by a further period of up to 3 years, extendable annually dependent on performance and availability of funding.

The budget for this is initially capped at 354,000.00 GBP per annum.

Under the terms of this contract the successful supplier(s) will be required to deliver Community Benefits in support of the authority’s economic and social objectives. Accordingly, contract performance conditions may relate in particular to social and environmental considerations. The Community Benefits included in this contract are:

Rhondda-Cynon-Taf CBC (The Council) has developed a set of standard social value measures to be included in all relevant tenders and are mapped against the Wellbeing of Future Generations Act Goals. These measures have been developed and chosen to reflect some of the specific needs of the Council and the communities it supports. It is important to note that these social value measures are in addition to any social value or wellbeing that is already being derived from this Contract. Tenderers are able to submit a social value offering against as many or as few of these measures as appropriate. For each measure, guidance has been provided to assist tenderers in understanding what the aim of the measure is. Wherever possible specific requirements that relate to the Council’s or the communities identified need is provided to allow a more targeted response.
