Scope
Description
The Contracting Authority is seeking to establish a multi-supplier framework for the provision of professional consultancy services, open for use by GEM Framework customers and the wider public sector.
This framework will provide access to a range of professional services to support public sector projects, including, but not limited to, Project Management, QS/Cost Consultancy, Architectural Design, Building Surveying and Mechanical and Electrical design services.
The framework is being procured in accordance with the UK Procurement Act 2023 and available for use by central and local government bodies, NHS organisations, education institutions, housing associations and other public sector organisations. Call-off contracts may be awarded by direct award or further competition under the framework terms.
The framework will support the delivery of construction, infrastructure, estates, and asset-related programmes, as well as wider strategic and advisory services. It will operate for an initial period of 3 years, with the option to extend for up to 1 additional year, subject to satisfactory performance.

Engagement process description
This Early Engagement Notice is issued to invite the market to provide information and insights to inform the establishment of a multi-supplier framework for professional consultancy services, to be available for GEM Framework customers and the wider public sector.
The framework is intended to cover a broad range of professional services, including, but not limited to, project management, cost consultancy, design services, technical advisory support, and associated consultancy services to support construction, infrastructure, estates, and asset-related programmes.
Through this engagement, suppliers are invited to:
Provide information on their capabilities, capacity, and experience relevant to the services described;
Offer feedback on proposed service scope, frameworks, and delivery approaches;
Highlight opportunities and challenges that may impact the design or operation of the framework;
Suggest innovations or improvements to enhance the efficiency and value of future call-off contracts.

Suppliers may also be invited to participate in virtual engagement sessions or workshops, which will be communicated separately.
