Cheshire East Council are seeking a partner to develop, manage and maintain a brand-new car club for Cheshire East staff and residential use. The largely electric vehicle (EV) car club is intended to replace our current pool car system to create a more efficient and effective mode of transport across the borough.
The council’s intention is to invite feedback from a variety of organisations to explore what opportunities are possible and how then Council’s needs can best be met. The council would expect the operator of the scheme to expand and improve the provision of the service where appropriate, prioritising low emission vehicles and proactively extending memberships across Cheshire East to ensure the service benefits for our intended users.

two.2.4) Description of the procurement
Before finalising the procurement procedure, the Council is seeking the views of potential market participants through presentation responses to the questions in the questionnaire at Appendix 1.
The feedback and information provided by the responding organisations will be carefully considered by the Council in finalising the choice of delivery model and development of the procurement procedure. The Council is keen to understand the attractiveness to the market of the opportunity and any modifications or features that will help deliver the Council’s Aims and Objectives.
The background document with the questions for consideration will be available on The Chest e-tendering portal at: www.the-chest.org.uk — Project ID DN605531.
Participants are asked to consider the questions in appendix 1 and present the answers and their potential service offering in the form of a presentation. Slots are available on a first come first served basis (booked through the chest messaging function) and presentations should be designed to be delivered on Microsoft Teams.
A copy of the completed presentations should be returned via the Chest by the deadline date of 12:00 noon; 13/05/21
There are no restrictions on the word count and the format should ideally be in Powerpoint or PDF and presentations should not exceed 30 minutes. We have allocated the 19th and 20th May for the presentations to take place, please keep presentations to approximately 30 minutes, allowing for 15 minutes of questioning and discussion.
Respondents are asked to provide the name and contact details of the person submitting and presenting the response on the organisation’s behalf.
When submitting a response, responding organisations should clearly indicate which (if any) part of their response they view as commercially confidential. Any such response must be clearly marked ‘Confidential’ and the responding organisation must set out the reason(s) why.
