Invitation to tender for the provision of cleaning of 30 public toilets (facilities) managed by Buckinghamshire

Council. The facilities are distributed across Wycombe, Aylesbury and Amersham areas.

The services entails cleaning of the public toilets (facilities), and the waiting room at the Park and Ride (including window cleaning, located within High Wycombe, Aylesbury, Amersham and the surrounding areas).

The toilets are located in public areas.

The contractor shall arrange for all toilets to be cleaned as detailed in the specification.

Buckinghamshire Council is a unitary local authority created in April 2020 from the areas that were previously Buckinghamshire County Council and South Bucks, Chiltern, Wycombe and Aylesbury Vale District Councils.

The public toilets are seen by the Council as providing an essential public service to residents of the county and its visitors. Key priorities are given to improving the environment for our residents.

The contract term is 2 years from 1 April 2021 to 31 March 2023 with the option to extend for up to a further 3 years to 31 March 2026.

The Council is of the opinion that TUPE will apply

Closure of facilities: There may be occasions whereby a facility shall be closed for a period, for example due to vandalism, refurbishment or devolution. If the number of weeks each facility is closed exceeds 4 weeks, then the service provider shall reduce the cost for cleaning that facility by the amount required to cover the cost of consumables and cleaning to the service provider.

The annual cost would be pro-rata according to the number of weeks closed from the end of the fourth closed week until the facility re-opens. This shall apply for up to a maximum of one facility in each area (High Wycombe, Amersham, Aylesbury) per year for the first two years of contract.
