seven.2) Information about modifications
seven.2.1) Description of the modifications
Nature and extent of the modifications (with indication of possible earlier changes to the contract):
March 2020 it was agreed that a 1 year contract extension would be awarded to allow for the
achievement of sufficient volumes that, though still below initial targets, will enhance the
robustness of the evaluation.
seven.2.2) Reasons for modification
Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee.
Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances:
The volume of referrals, and consequently the number of starts and completions of
interventions have not reached the anticipated profile. As of December 2020, there were
3501 referrals over the life of the contracts, significantly under the target of 7679 by this
date, and total starts at less than a third of expectations.
Though intervention delivery was adapted to digital approaches, Covid-19 had a negative
impact on referral rates. Whilst referral rates recovered, Covid-19 presents continued
uncertainty.
Given these lower volumes, the analytical value of the forecast volumes has been considered
. These forecasts have been based on historical volumes rather than on the much higher
contractual volumes. International studies of similar interventions have often demonstrated
large effect sizes; it should therefore be possible to detect these effects using lower volumes
than was initially thought.
