two.1.4) Short description

Nethermains Support Service is a semi-independent living environment based in North Ayrshire which provides accommodation for adults who have enduring mental health problems.

The Service is delivered in 2 adjacent properties linked by an internal door for staff use. The properties are 2a and 2b Nethermains Road, Kilwinning.

The Provider will operate the staff base and offer a full range of services - personal care, housing support and practical support - to meet the assessed needs of the service user.

The service will be available 24 hours per day, seven days per week, inclusive of public holidays, 52 weeks per year.

Consultation with service users will advise, where applicable, that their choice to move into Nethermains may include a change of provider.

two.2.4) Description of the procurement

The provider will deliver an intensive supported living service to meet the care and support requirements of adults with complex needs arising from mental illness. The majority of Service Users will have a longstanding diagnosis of mental illness; have complex needs and behaviours that may challenge.

The buildings at Nethermains Road, Kilwinning, will accommodate up to 5 individuals at 2A and upto 2 individuals at 2B. Service Users will hold their own occupancy agreement with North Ayrshire Council.

2A Nethermains Road

The building comprises 5 bedrooms with en suite toilet and shower, shared communal living area, kitchen and laundry, a staff office and adjacent rest area, shower and toilet.

2B Nethermains Road

The building comprises 2 bedrooms with ensuite toilet and shower, shared communal living area, kitchen and laundry. The property has it’s own front door.

2B will be part of the service for individuals who require more intensive and bespoke support. Taking the assessed needs of the individual(s) into account it may be that that only one bedroom is occupied at any time.

In procuring this service North Ayrshire Health and Social Care Partnership has two broad aims:

1. To work in partnership with a Provider in delivering high quality services that promote a safe and secure lifestyle for service users whilst maximising capacity for independence and reintegration to the local community.

2. That service users would be supported to move to a more independent setting over a period of time.

The contract term will be 3 years with the option to extend for upto an additional 48 months at the sole discretion of the Council.

The budget for the maximum contract term of 7years is 3,352,938 GBP. Note this budget relates only to 2 A Nethermains and is based on 3x14 hours staff during the day and 2x10 hour staff evenings; and includes an annual increment.

The service required at 2B will be an additional cost and based on North Ayrshire Council’s current hourly rate for adult social care x hours of assessed need.

The quality/price ratio of the tender will be 100% quality.

Section three. Legal, economic, financial and technical information

three.1) Conditions for participation

three.1.4) Objective rules and criteria for participation

List and brief description of rules and criteria

Bidders will be required to have a minimum yearly “specific” turnover of (957,982.28)GBP for the last 3 years in the business area covered by the contract.

NAC reserve the right to review the bidder’s financial information including information from credit reference agencies at tender stage and throughout the life of the contract and seek clarifications if necessary. If clarifications are not satisfactory the bidder may be excluded from the tender process.

Bidders who cannot meet the required level of turnover will be excluded from this tender.

Where turnover information is not available for the time period requested, the bidder will be required to state the date which they were set up or started trading.

three.2) Conditions related to the contract

three.2.1) Information about a particular profession

Bidders must be registered with the Care Inspectorate or equivalent.

Bidders must be registered as a Housing Support and Care at Home provider to deliver the service.

Bidders must maintain registration throughout the duration of the contract.

All staff are qualified to SSSC fitness to practice standards or working towards attainment of SSSC standards. All staff must be SSSC compliant on 6 months of commencement of employment

Bidders will be required to provide a minimum of 2 examples of services carried out in the past 3 years that demonstrates they have the relevant experience to deliver the services as described in part II.2.4 of the Contract Notice. The services must be of a similar value, size and scope. Unsatisfactory experience will result in exclusion from the tender process.

Bidders will be required to provide 2 satisfactory references for the same 2 services contracts on the reference templates provided. References should be completed and signed by previous customers for contracts of a similar value, size and scope. If any of the referees score the bidder less than 2 the bidder will be excluded from the tender process.

Completed experience and reference templates must be zipped and uploaded at question 4C.1 of the qualification envelope.

Bidders will be required to confirm whether they intend to subcontract and, if so, for what proportion of the contract.

It is a requirement of this contract that bidders hold, or can commit to obtain prior to the commence of any subsequently awarded contract, the types and levels of insurance indicated below:
