This intention to award notice is for a specialist assessor service. This service is for NHS Devon ICB. Torbay and South Devon NHS Foundation Trust and Cornwall and Isles of Scilly ICB will also be able to use any subsequent contract. The service will require registered professional(s), with experience and detailed understanding of the CHC national framework, working on behalf of the Commissioners, with individuals, with long term complex care needs. The cohort is learning disability and mental health.

This service is for a small number of placements that are placed out of county and / or very complex, and need a face to face assessment. This will be an independent assessment service, that will need to be face to face, assessing/reviewing the individuals, with complex care needs, their care and care plans and undertake CHC DST assessments. Considerations may need to be given to Best Interest decisions. The service will work alongside families and multi-agency organisations and providers of care.

The service will be paid for on a case by case basis and there is no guarantee of activity under this contract. The contract value is the anticipated value only. The contract duration is 2 years, with the option to extend by a maximum of 2 further years (one year plus one year).

NHS Devon intends to award a contract for a specialist assessor service. This service is for NHS Devon ICB. This notice is an intention to award a contract under the most suitable provider process. The anticipated lifetime value of this contract is £58,200 (ex VAT). The service will be paid for on a case by case basis. This is a new provider delivering a previously commissioned service. The service will be provided between February 2026 and February 2028, with an optional extension of up to two years (one plus one year).

This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The publication of this notice marks the start of the standstill period. Representations by providers must be made to decision makers by midnight on 13th February 2026 (8 working days following publication of intention to award notice). This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR.

The most suitable provider process was used with weightings totalling 100 applied across the 5 key criteria.

The decision to award was based on the following key criteria:

Minimum scores: Stipulation was that award of a contract would not be made to a provider where more than one score of 2 or less has been given. A minimum score of 3 was required in relation to quality and value criteria.

The assessment of the providers was based on evidence available to the ICB and as specifically requested from the providers.
