Scope

Description

HMCTS is undertaking preliminary market engagement to explore options for establishing a national vending contract across England and Wales in 2025 under the Procurement act 2023. This initiative builds on the existing vending provision across HMCTS, aiming to streamline and standardise vending services nationwide while leveraging economies of scale in procurement. The objective is to ensure consistent access to high-quality vending provisions for catering in courts, aligned with a minimum service offering. HMCTS is considering various procurement routes, including existing frameworks, DPS, or an open procedure. As part of this process, HMCTS seeks to engage with experienced suppliers to explore nationwide royalty/cost-sharing models, routes to market, vending design and mobilisation requirements with knowledgeable suppliers.

Engagement process description

We wish to invite interested Vending Providers to one of two online Supplier Workshops which will be taking place on 2nd and 4th April 2025, 10:30am - 2:30pm via Microsoft Teams.

The purpose of the event will be to: 

• Update the market on developments for the direction and requirements for the procurement.

• Share with you our strategic vision and priorities for the service  

As well as explore:

1. Is there a route to market for a sole supplier for HMCTS?

2. Which route to market includes the most beneficial suppliers

and provides assurance for advantageous tender.

3. What royalty/cost sharing agreement enables both the

potential for savings and a high likelihood of multiple supplier

bids

4. What are realistic KPIs in this market and against these KPI,

how can the SLA and Service Credits be effectively

implemented to maximise performance.

5. How does our ongoing contractual status impact mobilisation?

What can HMCTS do to ensure suppliers are supported in this

process?

6. What are the key drivers in this market for continuous

improvement

7. How does location impact our delivery model?

8. Are there any new market developments that should be

included in our specification to maximise benefits?
