Description
The Greater London Authority (GLA), in partnership with London Councils, is conducting a market engagement exercise to inform the potential procurement of services related to the Warm Homes Local Grant (WH:LG) and other future initiatives under the Warmer Homes London for which the GLA may secure funding.
The purpose of this engagement is to explore viable commissioning options and assess market interest in delivering key services. The insights gained will help the GLA and our partners shape any future procurement strategy.
The GLA seeks input from organisations with expertise in the retrofit sector to understand capacity, market capability, and procurement considerations. This exercise will inform the potential procurement route for:
• Retrofit Managing Agent to oversee the programme, assess applications and manage retrofit Contractors; and
• 4 Retrofit Contractors (including up to 3 reserves for each Lot) who will undertake property assessments and installer the agreed improvements)
The appointed suppliers would support the delivery of retrofit works under government-funded schemes. The market engagement exercise aims to:
• Gather market intelligence on potential service delivery models
• Identify opportunities and challenges within the supply chain
• Inform the design of any future procurement approach
Participation in this engagement will not preclude suppliers from taking part in any future procurement process. The engagement is for information-gathering purposes only and does not constitute a commitment to procure

Engagement process description
Interested organisations are invited to express their interest and contribute to the engagement exercise.
A prospectus describing the requirement will be made available from Friday 21st March 2025 at 10:00 GMT to potential suppliers who register an interest against this - Preliminary Market Engagement Notice.
The GLA is seeking input and feedback from potential suppliers on our initial delivery model and early stage thinking - potential suppliers will be invited to take part in a qualitative questionnaire based on the prospectus to be completed by Thursday 27th March 2025 and a subsequent in-person event on Monday 31st March 2025.
The Authority may hold bilateral meetings with some of the potential suppliers, where we are seeking further clarifications on the responses to the aforementioned qualitative questionnaire. Any bilateral meetings with potential suppliers are likely to be held between the 7th - 11th April 2025 via Microsoft Teams.
This activity is focusing on the market, rather than the merits of individual suppliers. It includes no element of supplier selection or bid evaluation. There is no commitment of any kind inferred by either party.
How to express interest:
The Authority will be using the TfL's instance of the SAP Ariba portal to manage expressions of interest and all communications will be made through the Portal:
TfL has recently switched to a new sourcing system, SAP Ariba, meaning that TfL's processes are now different to those that suppliers may be familiar with. The following instructions explain this new system and provide guidance on how interested parties will be able to communicate with TfL.
