The City of Liverpool College intends to create a Dynamic Purchasing System (DPS) for training delivery partners for the Liverpool City Region. This provision qualifies under the Light Touch Regime. The College has opted to establish a DPS as it is deemed the most appropriate option to meet Its requirements and will enable a clear, consistent, and compliant route to market. The DPS will be open to new entrants throughout its lifespan (10 years). This is a two-stage procurement process, the first stage will involve an assessment of suitability and capability to join the Framework. The estimated contract value is the estimated value over the 10 year period based on the current annual value. Any contract awarded as a result of this process would be for an initial 12 month period.

two.2.4) Description of the procurement
The City of Liverpool College intends to create a Dynamic Purchasing System (DPS) for training delivery partners for the Liverpool City Region. This provision qualifies under the Light Touch Regime. The College has opted to establish a DPS as it is deemed the most appropriate option to meet Its requirements and will enable a clear, consistent, and compliant route to market. The DPS will be open to new entrants throughout its lifespan (10 years). This is a two-stage procurement process, the first stage will involve an assessment of suitability and capability to join the Framework. The second stage will involve a further competition to establish which bidders will be allocated a % of the available funding. The College will be seeking to work with multiple partners for this delivery with award criteria detailed in the further competition documents.The College receives its funding allocation on an annual basis consequently it will be seeking to run further competitions annually and contracts will only run for a maximum of one Academic Year. Currently the AEB budget for sub-contracting is circa £1.25M although this is subject to variation and should not therefore be viewed as a guarantee for this or subsequent years.The DPS will be in place for ten years with the option to extend depending on the future requirements of The City of Liverpool College. The first year of delivery will relate to the 2023/24 Academic Year. Therefore, a further competition will be undertaken as soon as the initial assessments of the stage 1 applications have been evaluated. Please be aware that further competitions to award the contract(s) will be restricted to those organisations who have received the accreditation from the Liverpool City Region Combined Authority (LCRCA). The College will assist applicants who do not have this accreditation to acquire it but please be aware that due to the timescales involved it might not be possible to complete this prior to the first further competition being issued for academic year 2023/24. However, as soon as accreditation is obtained the provider will be eligible to participate in further competitions for subsequent years.
