Personal Safety Device - Pre market engagement
Newport City Homes and Melin are engaging with the market to discuss their requirements around Personal Safety Devices.
As you may be aware, we are currently working towards Melin Homes Limited (registered number: 27421R) (Melin) transferring its activities, assets and liabilities into Newport City Homes Housing Association Limited (register number: 30192R) (NCH). Any contracts procured by NCH are being procured for NCH and its current and any future subsidiaries. Future associated notices and documents for this process are likely to be under a new company name.
The Buyer anticipates the contract will be in place for 3 years with the option to extend for 12 months, at the buyers discretion.
We have listed below some key requirements for this contract;
- The alarm receiving centre will operate to BS 5979 (Category II) record all information which the user provides when entering a potentially risky situation or environment.
- The alarm receiving centre will have the ability to make sound and reliable judgements about the actions that are required in response to an alert from the user.
- If signal is unreliable in a geographical location the Contractor must have the means to address this problem. Preferably, the Contractor will supply 'roaming' SIM cards to avoid this occurrence.
- The lone working device/mobile phone-based solution will enable the user to discretely alert the alarm receiving centre when they need immediate support.
- The lone working device will have a GPS function. The purpose of this is to ensure that in the event of a serious incident, the user can be located as quickly as possible.
- There will be a requirement for lone working devices/mobile phone-based solution to have a 'man-down' function.
We anticipate the procurement process to include, commercial, Technical and quality questions and demonstrations, therefore we anticipate utilizing a competitive flexible procedure.
