THIS IS NOT AN INVITATION TO TENDER - THIS NOTICE SEEKS TO ALERT THE MARKET THAT IT IS OUR INTENTION TO TENDER IN MARCH / APRIL 2026. ALL INFORMATION WITHIN THE THIS NOTICE INCLUDING TIMESCALES IS GIVEN IN GOOD FAITH AND SUBJECT TO CHANGE .
Contract for the Provision of Security Services. The successful Service Provider awarded the Contract will be responsible for providing the service for Derby City Council and Derby Homes.
The service will deliver a comprehensive security provision that identifies and mitigates all potential risks, ensuring the protection of people, property, and assets while safeguarding the interests of the Council. It will adopt a proactive, customer-focused approach, with security staff treating customers, visitors, and colleagues with dignity and respect at all times. The contract will provide a cost-effective, value-for-money solution that fully meets the Council's operational and financial requirements. All security staff will be directly employed by the service provider, with no sub-contracting permitted other than for the installation and removal of CCTV. In addition, the contractor will maintain a local operational office to ensure effective management, responsiveness, and continuity of service.
The procurement will likely be run under the Competitive Flexible Procedure. This will consist of two (2) stages:
Stage 1 - Invitation to Participate
Stage 1 will likely consist of assessment of the PSQ which will identify those Suppliers which meet the Conditions of Participation. The Council will also likely use scored and weighted questions in the PSQ to arrive at a shortlist. Further details will be confirmed when the tender goes live.
Stage 2 - Invitation to Submit Final Tenders
Suppliers successful from Stage 1 will be invited to submit their tenders which will consist of their pricing, quality and social value methodologies.
The tender submission deadlines stated below only refer to Stage 1.
The tender will be conducted on the Council's e-Procurement System - https://www.eastmidstenders.org/. Suppliers are encouraged to create an account before the tender goes live in order to have sufficient time to review the tender documents and submit a bid on time.

- Possible extension to 31 October 2031

Description of possible extension:
There will be an option to extend the contract for two (2) years in annual increments, subject to satisfactory performance and business needs. Maximum contract period is five (5) years.
Options
The right to additional purchases while the contract is valid.
Additional Sites may be added as part of the ever changing council portfolio of sites.
Local Government Reorganisation (LGR) is underway in several areas across the country and may result in changes to council structures, service delivery and responsibilities, and geographical coverage during the life of the contract. For this contract it is anticipated that the effects of LGR may lead to an increased service demand or the need to extend provision to new areas or client groups.
