Description
This contract is for the provision of Gas Detection and Gas Controls Maintenance Services to Queen's. The scope of this contract includes the following:-
• Planned preventative maintenance.
• Reactive maintenance and repairs under a 24 hour callout service.
• End of life sensor cell replacement.
• Sensor upgrading and replacement.
• Supply, installation and commissioning of gas controls systems.
The gas detection systems covered by this contract include those in boiler houses, kitchens and laboratories, in addition to gas controls and gas pressure proving systems. Throughout the campus, currently there are approximately 95 boiler house and kitchen gas detection systems, 274 lab gas detection systems, and we estimate approximately 1700 sensor cells will need to be replaced over the course of the contract. There are several different manufacturers in use including Oldham, Merlin S&S Northern, Crowcon, Flamefast and Analox.

Payment terms
On satisfactory completion of all job requests, and following sign off by Queen's, invoices should be emailed directly to Queen's Accounts Payable Office at p2pinvoices@qub.ac.uk quoting the relevant University purchase order number, Helpdesk job request number (if applicable), details of work carried out and costs clearly broken down into labour (hours x tendered rates) and materials. A copy of the work sheet should also be attached. Where an invoice covers work carried out in several buildings, the costs associated with each building should be clear. Invoices submitted which do not meet the above criteria will be returned to the Supplier for amendment.
Description of risks to contract performance
Risks that Queen's considers could either jeopardise the satisfactory performance of the public contract, or may require a subsequent modification to the contract under paragraph 5 of Schedule 8 to the Procurement Act 2023 are detailed within the Specification. The Specification forms part of the associated tender documents, which can be accessed via the link provided within this notice.
These risks include:
During the contract period it may become impossible or uneconomic to source replacement parts etc., particularly for older systems. This may require part or all of the sensors, control panels or entire gas detection system to be replaced by the Supplier, where a sensor cell or more minor repair was anticipated.
It is known that there may be potential for technical developments in gas detection systems which may result in the need for alternative systems or parts from those currently in use, which cannot be adequately quantified or estimated at this time, pending future technical developments.
