Rooftop Housing Group wish to appoint an experienced service provider to provide and implement a fit for purpose HR and Payroll system which will be utilised across the organisation. Full details related to the scope of services to be procured are included within Document B – Tender Requirements and Specification of the Invitation to Tender document pack. It is intended that the contract established following the procurement will run for a maximum term of seven years and will incorporate an optional break clause at the end of year five. The estimated contract value for the maximum seven-year period including set-up and implementation is £228,000 (exc VAT).Rooftop Housing Group will utilise service provider terms and conditions and reserve the right to agree the final terms and conditions with the successful provider. Procurement for Housing have been appointed by Rooftop Housing Group to facilitate this tendering exercise.

Rooftop Housing Group will incorporate a standstill period at the point information on the award of the contract is communicated to tenderers. That notification will provide full information on the award decision. The standstill period, which will be for a minimum of 10 calendar days, provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into. The Public Contracts Regulations 2015 (SI2015 No 102) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales, and Northern Ireland).
