two.2.4) Description of the procurement

LNER is seeking the most advantageous product that will allow to scale services as passenger demand increases and therefore is looking to engage with the market to gain an understanding of what is available.

LNER are open to separate agreements per carrier network or a single agreement that is managed by one supplier to give LNER access to all carrier networks. Due to the nature of the LNER route, there will be more data required from O2 and EE carrier networks than Vodafone and Three.

LNER is looking for a contract to cover minimum volume purchases with fixed bands for increments, e.g. 10TB/month with increments of 500GB as required and/or upfront bundles of data on a “use as you go” and pricing options should be based on cost per GB of data used.

Ideally scaling would be automated or managed for LNER within agreed budgets and consumption would need to be accurately forecast over the contract.
