NHS South West London Integrated Care Board (NHS SWL ICB) is seeking to appoint a provider for the Provision of Ophthalmology Services across the whole of South West London namely the six boroughs of Richmond, Kingston, Merton, Wandsworth, Sutton and Croydon.
Lot 1 - A Community Eyecare Service to manage and deliver minor eyecare services in community and primary care optometry.
The expected contract value for Lot 1 is £1,450,000 per annum. Maximum Total Contract Value is £10, 150,000.
The Contract to be offered to the Recommended Bidder(s) at the end of this Procurement will be for an initial duration of five years, which is intended to run from 1 April 2026 until 31 March 2031 with a two-year contract extension up to 31 March 2033.

This is a Provider Selection Regime (PSR) intention to award notice. The awarding of the two contracts is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Procurement Act 2023 do not apply to these awards.
The standstill period begins on the working day after the publication of this notice. Representations by providers must be made to the Relevant Authority by Midnight on 11 February 2026. The contracts have not yet formally been awarded; this notice serves as an intention to award two contracts under the competitive process of PSR.

The Award decision was approved by the NHS South West London Integrated Care Board; Contract & Procurement Group (CPaG) based on a recommendation from the procurement evaluation panel.
There were potential conflict of Interests declared by one of the Panel Members which were reviewed by the authorised individual from NHS SWL ICB who assessed them as non-material to any of the Bidders in this procurement and the evaluators were advised to continue in their assigned roles.
The criteria used to award the contracts was mapped to the five Key Criteria as follows: (1) Quality and Innovation: 19.00% (2) Value: 32.00% (3) Integration, collaboration and service sustainability: 10.00% (4) Improving access, reducing health inequalities and facilitating choice: 29.00% (5) Social value: 10.00%.
All scored and Pass/Fail criteria including the Basic Selection Criteria Questionnaire were met.
